You are sooo right. I was a close friend of Andy Grove. It has been disturbing to see it fall behind TSMC and Samsung. The road back will be difficult, but I hope they can make it.

Key test of America’s resurrected industrial policy is whether it can help Intel achieve semiconductor process technology leadership by 2025. To achieve this goal, Intel will have to execute perfectly in 5nm, 3nm, and 2nm process nodes whereby it will have to reach high yields for each of these node on the first-go, an unparalleled feat in semiconductor industry.

TSMC, the incumbent semiconductor process technology leader, had already ascended the manufacturing experience yield curve for each successive process node and therefore can achieve high yields in short amount of time for any advanced node.

Intel who is playing catchup hasn’t ascended the manufacturing experience yield curve for each successive process node and so it will be challenging for Intel to achieve process technology leadership by 2025.
